About this position

Reporting to the Manager, Energy and Waste, the Waste Management Coordinator leads the development, coordination and implementation of the Town's waste management program. This includes development of waste policy such as the Waste Development Standards and Waste By-laws, contract negotiations for waste collection, pilot projects, programs and public education. Key duties and responsibilities include:

  • Establish, update and revise waste management service levels by analyzing information gathered through research, public consultation and pilot programs
  • Produce staff reports to present information and service level recommendations to Council and senior management
  • Maintain the terms of the Town's waste collection contract, updating and revising specifications as necessary to reflect service levels
  • Assist Waste Operations in developing processes to manage the various aspects of the waste collection contract including designing contract management tools and penalty protocols, and assisting with the process to initiate collection in new developments
  • Review all applicable proposed legislative changes and draft formal comments to present to other levels of government on behalf of the Town
  • Coordinate updates to the Town's Waste Development Standards, which set out the requirements for new developments to receive municipal waste collection service, as needed
  • Update and maintain the Waste Management By-Law to support waste service levels
  • Provide input/advice to Development Planning and for new or revised zoning by-laws, to ensure waste development requirements are incorporated and properly communicated to developers
  • Assist with the review of development applications as it relates to waste management requirements
  • Provide subject matter expert advice to other Town staff (i.e. Planning and Legal staff) on issues of waste management as required
  • Provide guidance to the Waste Analyst related to annual waste audits and reports required by the province, curbside and multi-residential waste audits, and the Town's community-based waste diversion programs and pilot projects
  • Oversee production of the annual waste calendar, and coordinate content for the waste webpage and phone app
  • Monitor, assess, and respond to changes in legislation as they relate to waste management, and liaise with various agencies regarding changes in legislation
  • Participate in the Waste Management Intern recruitment process and workplan management (functional supervision of part time and contract staff)
  • Administer budget invoicing, tracking and reporting for Waste Management-related expenditures
  • Support Environment Services staff in delivering community events
  • Occasional site visits to inspect waste management areas when necessary
Qualifications:

Your degree in Environmental Studies, Engineering, or related field is complemented by 5 years of relevant experience, preferably in a municipal setting. An Environmental Practitioner or Certified Waste Auditor designation would be considered an asset. You also possess:
  • Strong working knowledge of waste management operations, contract management, policies, programs, legislation, audits and best practices
  • Experience with developing waste management standards for new developments, and in reviewing development applications to ensure they meet waste standards
  • Experience in project management and implementing pilot projects
  • You demonstrate Richmond Hill's corporate values of care, collaboration, courage and service

  • Experience interacting with and leading public outreach
  • Ability to work independently and as a collaborative member of a team
  • Organizational and time management skills to meet deadlines and deliver program outcomes
  • Proficient with Microsoft Office Suite (Word, Excel, PowerPoint), GIS
The salary for this position is $81,825 to $95,039.
