Frontlines is seeking to identify and select an independent, qualified consultant to develop a 3 year Strategic Plan.

About Frontlines

Started as a drop-in centre that focused primarily on music in Weston, a small community in Toronto Ontario, Frontlines now offers a variety of programs to hundreds of children and youth in surrounding communities, youth from across the Greater Toronto area and recently youth from across Canada.  Our youth face a number of issues ranging from crime, poor educational systems, lack of youth engagement resources, child and youth hunger and poverty. Our programs and services serve six to 29 year olds and range from homework clubs to employment programs; all of Frontlines’ programming serves as a building block for children and youth to feel valued, empowered, and create a greater sense of connection.

Scope of Service Required

Frontlines is seeking to identify and select an independent, qualified consultant to undertake the following tasks in collaboration with members of staff and the board:

  • Review existing Frontlines’ mission, vision, values, etc. and establish a thorough understanding of the current state of the organization’s programing, operational capabilities and existing defined improvement opportunities that need to be integrated into the plan.
  • Work with the Frontlines staff and board to design the collection and analysis of  information and feedback on Frontlines’ relevance and performance collected from each of the key stakeholder groups (examples of stakeholders include the funding partners, youth, parents of youth, board members, staff members, community partners, schools, facility providers, and leagues).
  • Facilitate strategic planning discussion with staff and board to assess and recommend updates to mission, vision, values and strategic outcomes.
  • Review practices in similar organizations across Canada.   What are other organizations doing that we aren’t?  What are we doing that we shouldn’t be?  What trends are happening in youth-focused non-profits?
  • Provide a Strategic Plan for the years 2025-2027 that defines key strategic priorities, the objectives that define them and the expected outcomes. Include a one page overview for socialization amongst the community.
  • Provide a Strategic Plan implementation plan and scorecard (KPIs) based on current organizational capabilities and define year over year activities to meet the strategic plan outcomes that can be tracked by management and the Board.
  • Consider financial implications based on above and identify funding/financing gaps.

Deliverables

  • Strategic Plan report, including one-page overview
  • Multi-year implementation plan
  • Strategic Plan Scorecard to monitor progress towards strategic priorities
  • Summary of key findings from environmental scan and stakeholder engagement

Timeline

  • RFP Distribution: April 26, 2024
  • Proposal Due Date: May 31, 2024
  • Target Date for Review of Proposals: Week of May 31, 2024
  • Vendor Selection Discussion(s): Weeks of June 3, 2024 and/or June 10, 2024
  • Vendor Proposal Presentation/Q&A: Weeks of June 17, 2024 and/or June 24, 2024
  • Anticipated decision and selection of Vendor(s): July 12, 2024
  • Anticipated commencement date of work: July 15, 2024 

Budget

We have $10,000.00 (ten thousand) CAD for the consultancy fees, including taxes, for carrying out the contract. Please include estimated costs, scalable options and timelines broken down for each of the project deliverables.

Response Requirements

Please note that we do not expect highly detailed responses. Please ensure proposals address each section below in no more than 5 pages total.  

  • Please put forward your approach for fulfilling the requirements and expectations laid out in this RFP.
  • Please outline your knowledge and experience related to helping organizations with strategic planning and the outcomes from the delivery of this work.  Case studies highlighting youth organizations would be an asset.
  • Describe how you will work with Frontlines Staff and Board.
  • Please advise on your cost structure and pricing as well as your invoicing structure.
  • Please provide up to three clients who we can contact as references.
  • Demonstrated knowledge/understanding of cultures of diverse populations including Latin America, Africa, and the Caribbean, particularly their lived experiences.
