Major Responsibilities:
Reporting to the Program Manager, Quality and Capacity Building, the Coordinator Training & Development will participate as a member of the management team in supporting the Division's Service Plan directives through training and community capacity building initiatives.
- Coordinates, supervises and implements the design, development, delivery and evaluation of learning opportunities related to the Divisions Quality Assurance function to Toronto's child care community, other municipalities and internal divisional staff.
- Identifies, develops and conducts training needs assessments using assessment methodologies. Makes appropriate recommendations to ensure a standard approach to training and development that maximizes resource efficiency and promotes performance excellence.
- Evaluates and makes recommendations to the Divisional Training Plan related to professional development and training required to improve child care quality.
- Prepares reports for senior management making recommendations on changes in business methods and processes including appropriate staffing levels and resource allocation.
- Designs, delivers and facilitates training programs to support the divisional quality assurance functions.
- Achieves and maintains "Gold Standard" Inter-rater Reliability status on the Children's Services quality assessment measure.
- Assists the Program Manager CS with performing inter-rater reliability testing on all Quality Assurance Analysts.
- Assists with the development of policy and procedures for the Training Section of the Quality & Capacity Building Unit and effectively monitors such for compliance.
- Maintains the inventory of training equipment, including the purchase and repair of equipment, as needed.
- Initiates and conducts research and analysis of training programs and services related to quality and capacity building; prepare comprehensive reports, including recommendations to senior management.
- Ensures legislative, policy, and procedural changes are integrated with the overall training and staffing plans and programs.
- Provides input into and administer assigned budget, ensures that expenditures are controlled and maintained within approved budget allocations.
- Coordinates the Quality and Capacity Building computerized tracking processes to monitor course attendance, course completion, and report to the management team on achievement of targets.
- Develops and manages a standard approach to evaluation of training programs to monitor and improve quality
- and effectiveness.
- Identifies, develops and implements communication and promotional strategies and material to support Divisional initiatives and staff training and development related to quality and capacity building.
- Coordinates the ongoing design, development and maintenance of the Quality website and related industry publications.
- Prepares and updates training curriculum and resource materials, as required.
- Represents the Quality and Capacity Building Unit at Divisional, Corporate, Provincial, or community level meetings related to the area of quality and capacity building.
- Current registration with College of Early Childhood Educators.
- Considerable experience in program development and evaluation related to the provision of child care services.
- Experience in identifying training needs and researching, planning, designing, developing, evaluating, delivering and organizing training courses and programs.
- Knowledge of adult education principles and practices and training and evaluation methodologies.
- Well-developed written and verbal communication skills.
- Comprehensive knowledge of the child care sector and relevant legislation, corporate policies and Divisional philosophies.
- Proficiency in computer software (e.g. Microsoft Office) to produce a variety of reports and presentations and to develop computerized tracking processes to monitor course attendance.
- Excellent interpersonal skills to deal effectively with staff, all levels of management, community stakeholders and internal/external service providers.
- Well-developed analytical and organizational skills and the ability to handle multiple projects simultaneously to meet established deadlines.
- Ability to facilitate and present to large and small groups.
- Excellent negotiation and conflict management skills in order constructively resolve conflicts.
- Ability to exercise discretion and judgement, make effective decisions in order to establish priorities and meet objectives and deadlines, and lead and act as a resource to work teams.
- Knowledge of applicable collective agreements and legislation in the areas of Employment, Occupational Health and Safety, Labour Relations and Human Rights.
