POSITION SUMMARY

The Financial Controller will oversee the ethical financial policies, procedures, and controls to effectively contribute to the organization’s overall success. The controller will comply with GAAP and support DCSA as the financial business partner with financial management, accounting, regulatory and financial reporting, budgeting, and preparing forecasts that will assist in maintaining and running an efficient student government.

 

DUTIES & RESPONSIBILITIES

Duties under the by-laws

The Financial Controller shall have the following duties:

  1. Facilitating the entirety of the Corporation’s finances;

  2. Developing budgets for the Corporation;

  3. Monitoring the financial procedures of the Corporation, as outlined in the Financial Administration Policy;

  4. Managing the Corporation’s procurement practices as outlined in the Financial Administration Policy;

  5. Facilitating payroll for the Corporation;

  6. Facilitating expenditures for the Corporation;

  7. Coordinating with others on common projects;

  8. Advising the Board on the appointment of an auditor for the Corporation;

  9. Reporting to the Board;

  10. Attend Finance Committee meetings to help make determinations at such meetings;

  11. Recording the agreements between the Corporation and third parties; and

  12. Any other duty assigned to the Financial Controller in their employment agreement, the Senior Manager Policy, and/or the Financial Administration Policy.

 

Other duties:

  • Maintain the integrity of DCSA’s finances, ensuring corporate policies and procedures are being followed and recommending/developing new procedures as needed

  • Maintain daily financial transactions and process bill payments, invoices and payroll

  • Review, analyze and ensure the timely and accurate completion of financial reports and information, including monthly forecasts, profit, and expense statements

  • Tracking financial documents and expenses to ensure budgets are met and funds are properly allocated

  • Preparation of month-end journal entries and reconciliation of accounts

  • Manage and comply with local, provincial, and federal government reporting requirements and tax filings

  • Working with other senior managers, and the elected board to adapt with the evolving needs of students

  • Invoice student fees, health premium revenues, operational expense recovery and other miscellaneous charges

  • Build and maintain community partnerships through the various channels of the campus community

  • Provide updates regarding the financial condition of the DCSA to the Board of Directors.

  • Maintains accounts receivable and accounts payable

  • Work with the College’s Finance department to provide facilitate the fee billing process.

  • Other duties as assigned.

 

QUALIFICATIONS

  • Must have completed a post-secondary degree in finance/business; possess a formal accounting designation such as CA, CMA, CGA or CPA, is preferred.

  • 3-5 years experience in a financial management capacity

  • Thorough knowledge of accounting principles and procedures

  • Experience with general ledger functions and the month-end/year-end close process

  • Detail and action-oriented focused on completing tasks in a timely and effective manner

  • Exceptional communicator, able to convey messages verbally and in writing in a clear manner

  • Advanced proficiency with Microsoft Office software, particularly Excel as well as expert familiarity with other industry standard accounting and payroll software
