Job Description

As a Senior Public Consultation Coordinator, you will design, develop and implement public consultation programs and provide advice and guidance to project teams, project managers and senior management on all issues related to public consultation activities for Toronto Water, Transportation Services, Solid Waste Management, and Engineering & Construction Services projects.
 
Major Responsibilities: 

  • Develops and implements detailed plans and recommends policies regarding specific requirements
  • Ensures that the overall strategic planning initiatives of supported operating divisions are met through effective public consultation process planning and design, and through effective service delivery.
  • Assists manager in maintenance of quality for all public consultation activities cluster-wide and for Corporate projects through liaison with clients, initiating training and awareness activities and campaigns, overseeing the development of standards, practices and guidelines for public consultation staff, project managers and, when applicable, external public consultation consultants.
  • Provides leadership, guidance, mentoring, advice, coaching and feedback to Public Consultation staff regarding work plans, strategies, and completion of work assignments.
  • Acts as an advocate for public consultation within the cluster with project teams, project managers, senior management, other Corporate divisions and individual Councillors.
  • Advises project teams, project managers, senior management and Councillors on public consultation approaches and practices that will be acceptable to stakeholders and City Council.
  • Ensures that the Public Consultation Unit targets Toronto’s diverse ethno cultural and multi-lingual populations by undertaking investigations of language and cultural approach required for a project area, arranging translation of materials and/or the services of a translator at public events and through research, determine the most appropriate method to communicate with a specific community.
  • Ensures that stakeholder issues are incorporated into the business (planning, design, operations, construction) of cluster and corporate projects, thereby improving cluster/corporate performance and building community trust. Ensures that issues management takes place throughout the length of a project.
  • Develops strategic plans for public consultation activities, which include development of work plans, implementation plans, contingency response plans and ongoing issues management.
  • Participates as a member of project teams comprised of professional staff (engineers, planners etc.), outside engineering consultants, planning consultants, technical consultants and senior management to provide advice and expertise on issues related to public consultation.
  • Ensures that public consultation programs meet the requirements for Corporate cluster policies, Council direction and Federal and Provincial Legislation.
  • Prepares and documents concise and accurate accounts of stakeholder issues and City responses to these issues to support the decision-making process by Council, project teams, senior management, and project managers.
  • Prepares detailed work plans, presentations and council reports for cluster and corporate clients.
  • Researches, writes and designs communications materials (newsletters, flyers, and letters) for distribution to the public to notify stakeholders of upcoming public consultation activities and to support client projects. Reviews and approves communications materials prepared by communications staff for the same purpose.
  • Prepares terms of reference and request for proposals for consultant assignments related to public consultation work for the department.
  • Reviews and evaluates tender bids and recommends award of contracts for public consultation projects.
  • Plans, designs and delivers public events (meetings, workshops, open houses, charrettes etc.) to encourage public participation and create an informed public. Including frequent transport using a City van, set-up and take-down of equipment and materials (e.g. stereo/sound equipment, easels, display boards, brochures and other presentation material).
  • Resolves public complaints or disputes that arise during the planning, implementation or operation of departmental projects or facilities.
  • Acts as a representative of department on committees, task forces or working groups, which include staff and/or stakeholders. Acts as chair or facilitator for these events.
  • Makes recommendations related to process, issues management, timing, handling of external stakeholder input to both external stakeholders, project teams, project managers, senior management and Councillors.
  • Tracks expenditures for the public consultation portion of budgets for projects and processes under Public Consultation Unit direction.
  • Liaises with provincial, federal and other municipal government representatives, City staff, external stakeholders in a variety of settings and situations to provide context and information sharing opportunities so that a project may proceed in an efficient and effective manner.
  • Researches, develops and evaluates alternatives to current Public Consultation practices to maintain a cost-efficient state-of-the-art standard of service.
  • carries out public speaking engagements in a variety of locations and venues (small and large) providing information and opportunities for public feedback on issues and projects important to the department and transports heavy equipment (e.g. stereo/sound, easels, binders, brochures and other presentation material) using a City van.
Key Qualifications:
Your application must describe your qualifications as they relate to: 
  1. Post-Secondary education in a discipline pertinent to the job function (e.g. social science, political science, environment or planning, sociology, urban studies, environmental studies, geography, or planning) combined with relevant training and experience or equivalent combination of education and experience.
  2. Extensive experience in conducting public consultation projects and activities on contentious issues in potentially adversarial environments.
  3. Experience in motivating, leading and providing guidance and advice to staff.
  4. Experience using Microsoft Office Suite (e.g. Word, Excel, PowerPoint and MS Outlook).
  5. Must possess and be able to maintain a valid Province of Ontario class "G" driver's licence and be eligible to qualify for a City driver's permit to operate a City van in order to transport heavy equipment (e.g. stereo/sound equipment, easels, display boards, brochures and other printed material etc.) to event locations across the Toronto area at various times including evenings and weekends.
You must also have:
  • Extensive knowledge of the theory and practice of public consultation and consensus building techniques and practices.
  • Demonstrates sensitivity and understanding of the diversity of knowledge, temperament, languages, literacy levels, culture and ethno-racial background in communities throughout Toronto.
  • Familiarity with local geography, political structure and physical structure of Toronto communities.
  • Excellent writing skills and the ability to interpret technical information into a written form that is understandable by the general public.
  • Well-developed strategic planning, problem solving and conflict management skills
  • Good public speaking skills including ability to speak with knowledge and assurance in front of an audience.
  • Excellent organizational and interpersonal skills with strong attention to detail.
  • Must be able to work evening and weekends, as required.
