THE CHRISTIE REFUGEE WELCOME CENTRE is a Christian organization serving and advocating for refugee families by providing safe, temporary housing, initial settlement services, and follow-up support.  We also influence and engage the broader public through collaborative advocacy initiatives.

We are a charitable organization that operates a City of Toronto emergency shelter for refugee claimant families, with support from the City, Province of Ontario, community groups, churches, foundations, and individualsWe provide basic orientation to life in Canada, assist with the preparation of documents to make a refugee claim, make medical and legal referrals, and provide a community of support. We continue to support families after they have moved out of the shelter into housing.

CRWC currently has an exceptional opportunity for a Shelter Manager to lead a dedicated and proficient team of settlement and social service professionals all dedicated to serving and supporting our refugee families with the highest possible standard of care and dignity. 

Ideally the candidate will have demonstrated management/supervisory experience leading teams within a shelter/transitional housing setting.  Key to the success of the role will be for the incumbent to have an “all hands-on deck” attitude to support staff and CRWC values and goals. They should have a comprehensive understanding of the plight and challenges of newcomers/refugees and an innovative approach to achieve organizational results for refugee families residing at the Shelter.

RESPONSIBILITIES OF THE POSITION INCLUDE:

  • In conjunction with Executive Director determines overall staffing requirements for CRWC’s Shelter Program team, Relief team, and maintenance/security personnel to maximize organizational effectiveness.
  • Develops, plans and implements procedures and systems to maximize overall departmental objectives and ensures compliance with Toronto Shelter Standards, Ontario Human Rights and Employment Standards legislation and CRWC policies.
  • Actively participates in hiring, orienting and developing staff for Shelter Program roles and operational roles(s).  Oversees hiring for Weekend Relief and Children’s Program teams.
  • Focuses on developing staff members through ongoing mentoring, coaching and development to promote retention and to maximize staff potential. 
  • Will work with Executive Director and Human Resources should discipline and/or termination be required.
  • Resolve issues of clients and complaints in an expeditious and confidential manner in consultation with the Executive Director and HR.
  • Identify gaps in services and make recommendations to Executive Director to develop new programming initiatives and partnership opportunities.
  • Develop, implement and monitor effectiveness of case management services and in-house programming being provided to residents by Shelter Program staff.
  • Participate in direct service networks and coalitions (within the refugee settlement and homelessness service sectors) to promote and advance programs and services.
  • Take on various operational, administrative and organizational duties, which may include participation in CRWC’s Joint Health and Safety Committee, administration of CRWC’s Shelter Management Information System (SMIS), and oversight of budget expenditures related to the Shelter Program and emergency shelter operations.
  • Liaises and supports CRWC Engagement Team in shelter-related fundraising and engagement
  • Working with the Executive Director, develops and implements Shelter Program/Operations in organizational strategic planning processes.                                      

QUALIFICATIONS:

The successful candidate should have a post-secondary bachelor’s/master’s degree or Community College diploma/post graduate diploma focused in the area of social work, settlement work or relevant discipline. A demonstrated track record developing and overseeing settlement programs specifically tailored for refugee claimants, precarious migrants and newcomers to Canada.  Well-developed leadership competencies and aptitude to mediate interpersonal and/or professional conflicts. Analytical, time-management and problem-solving skills are a must.  In accordance with the Centre’s Child Protection Policy, a satisfactory Police Reference Check is required as a condition of employment and CPR/First Aid training is required within the first six months of employment.
