Overall Accountability
Working as a member of the Harm Reduction Team, the HIV/IDU Outreach Worker will provide low threshold outreach to the program/service’s target client population, which may be at-risk, marginalized and/or vulnerable sector community members. This position will coordinate, design, and deliver health promotion, harm reduction, education, and training sessions, provide support services and promote referrals to health care support services and treatment. The Outreach Worker is required to travel regularly within South-west Scarborough.
The prime objective is to reduce HIV transmission in the injection drug using communities, reach out to injection drug users who are unable to or unwilling to access services, work towards reducing the isolation of this population.

- Develop consistent scheduled outreach related activities across the geographical catchment area - including fixed site locations and randomly the dissemination of supplies, education, practical supports and the provision of informal counselling & referrals with a needs assessment and problem-solving focus.
- One-on-one support to clients with regards to outreach activities, including the dissemination of supplies, education, practical supports and the provision of informal counselling & referrals with a needs assessment and problem-solving focus.
- Recruit, interview, engage, train, empower and supervise peer consultants to provide supplies, information and a link to appropriate services.
- Recruit, train and supervise volunteers to provide program related assistance.
Community Development 30%
- The HIV/IDU program will be promoted and delivered using a community development model with an emphasis on building capacity among the user groups and networking and information sharing activities.
- Enhance services to the target population through ongoing assessment of the local situation and working in collaboration with other agencies and the public health authorities.
- Promoting and enhancing Scarborough based representation through city-wide networking and information sharing activities.
Administration 15%
- Coordinate peer ambassador program including reporting, documentation & data collection.
- Fulfilling program related administrative components including budgeting, room booking, inventory tracking, and supplies ordering.
- Fulfill requirements for collection and inputting of monthly and biannual statistical data and prepare reports for Management and the funder.
- Identify, address and integrate effective measures attending to administrative changes, concerns and barriers.
- Internal and external meetings with be attended and recorded as required and approved by WWCC.
- WWCC policies, procedures and protocols will be followed at all times.
External Relationships 15 %
- Participates in networks, meetings and partnerships relevant to advancing goals of IDU program.
Agency Participation (min) 10%
- Promotes WWCC values and mission in a positive manner.
- Maintains good working relationships with co-workers and volunteers.
- Attends meetings and participates in agency-wide fundraising and community outreach initiatives.
Required Skills and Experience
- Undergraduate degree/diploma in a relevant discipline from a recognized university, or a combination of some post- secondary education and experience in relevant field.
- Experience working with marginalized communities such as homeless and under-housed people, street- involved youth, psychiatric consumer/survivors, sex trade workers, and drug users.
- Minimum two years experience in related field.
- Competent communication skills – oral and written English.
- Knowledge of Microsoft office applications.
- Ability to work in diverse environments within an anti-oppression, client-centred framework
- Experience in workshop design and facilitation, and program development, implementation, monitoring and evaluation – an asset.
- Availability to work flexible hours when necessary
- Hold a valid Class G Driver’s License and access to a working vehicle.
