MELKS Manager (Monitoring, Evaluation, Learning, Knowledge and Sharing)

Reporting to the Director, Program Effectiveness & Resource Management (PERM), this role will elaborate the organization’s Theory of Change, provide high quality technical guidance and support in program planning, monitoring, evaluation, learning and knowledge sharing systems. The role will coordinate MELKS across our six country programs and major grant implementing countries. The incumbent will advise and coach on the implementation of simplified, integrated, end-to-end, relevant, quality and cost effective systems for data collection, analysis, reporting, sharing and influencing. The ability to facilitate, train or enhance the capacity of MELKS Officers and other relevant staff and to articulate TOCs, define KPIs, track results/outcomes, produce and share reports and knowledge at all levels will be required. 

This role includes, but not limited to: 

  1. Lead short and long-term MELKS functions and serve as a technical lead on the long-term MELKS platform; 
  2. Serve as a touch point for guiding or coordinating third party’s engagement in MELKS;
  3. Lead, coordinate or conduct organizational program performance and impact evaluations;
  4. Manage MELKS functions across the organization and responsible for the design and implementation of MELKS instruments;
  5. Develop or coordinate the development of Data Base Management System;
  6. Review and advise the elaboration and tracking of Key Program Performance Indicators, KPIs, across the seven offices;
  7. Advise and facilitate strategic planning processes as needed and contribute to program alignments and effectiveness;
  8. Advise, review and contribute to Country and/or major projects MELKS systems including the design and development of MELKS frameworks, logic models or log frames;
  9. Serve as a thought leader in the preparation of policy briefs, annual reports, working papers, seminars or workshops using the MELKS outcomes
  10. Provide coaching or technical backstopping to MELKS technical teams, in order to apply and deliver quality process and timely products for KPIs tracking, reporting and production of high level technical reports;
  11. Work with relevant departments e.g. Technology and Sponsor Services to provide technical guidance and support with on-going improvements in information management systems;
  12. Initiate and work with relevant departments e.g. Communications and Marketing and with knowledge-based institutions / think tank organizations externally to maximize the sphere of CB’s program influence through hosting or participating in various forms of knowledge sharing and learning platforms;
  13. Contribute to best practices, center of excellences through knowledge management and sharing updating program policies, guidelines procedures and tools. 

The ideal candidate possesses: 

  • Post graduate degree in Program Planning and Evaluation, Project Management, Economics, Statistics, Sociology, Business Administration or International Development.
  • Minimum of 5 years' related work experience in leading the management of staff and coordination with professionals working for monitoring, evaluation, learning and knowledge sharing functions.
  • Demonstrated skills and strong track record in the context of INGOs or international research, IT companies or business solution organizations with expertise in the design, establishment and administration of wide range of quantitative & qualitative data management systems (including baseline surveys, impact assessments, evaluations as well as qualitative information systems such as MSC, Storeys, Cases-Management, PLA).
  • Sound knowledge and experience in one or more of the following thematic areas: inclusive, quality and girls, education, heath & nutrition, child participation, child protection and gender equality, partnership capacity building, livelihoods and disaster risk management.
  • Excellent interpersonal skills including the ability to network, collaborate, build relationships, influence without direct authority and negotiate effectively.
  • Knowledge and experience of technical report writing, review of technical reports and production of working papers, policy briefings, manuals or guidelines.
  • Strong interpersonal communication skills, both written and verbal at least in English language; with good organizational and time management skills as well as attention to details.
  • Strong Computer and data management skills with demonstrated experiences in mobile data collection & statistical analysis programs such SPSS, NVivo, STATA, Excel, Access)
  • Cross-cultural sensitivity and experience as well as the ability to be adoptive to indigenous knowledge and their harmonization with MELKS.
  • Ability to travel nationally and internationally as required.
  • Fluency and excellent verbal and written skills in English; fluency in French and/or Spanish an asset.
