Title:  Director of Finance and Administration
Department:  Finance and Administration (FinA)
Reports to:  Executive Director (ED)
Supervises:   The Finance Manager and Administration coordinators
Position status (FT, PT, CASUAL):  Full-time fixed term contract of 3- years, with the possibility to extend for a further 3 years subject to satisfactory performance (6-year maximum).
The standard work week is 37.5 hours, but may be unpredictable during certain periods (e.g. year-end closing, or during a humanitarian emergency)
Location:  Toronto, Ontario, Canada
Salary:  $94,891 per annum, starting salary



BACKGROUND
Médecins Sans Frontières (MSF) is one of the world's leading independent international medical relief organizations. POSITION OBJECTIVE:
Reporting to the Executive Director, MSF Canada seeks a Finance and Administration Director responsible for the strategic direction and leadership of the FinA department. FinA Director supports the organization to provide the highest quality of support to MSF’s social mission - via an effective, efficient, ethical, transparent, and accountable stewardship of MSF Canada’s assets.  
The FinA Director ensures a consistently high level of support to the MSF Canada offices for all activities related to financial analysis, budgetary planning, financial reporting, managerial accounting office management, infrastructure, and administrative support.
Confident, experienced, and highly effective, the FinA Director leads a committed team of skilled professionals by example, fostering trust, respect, and results-driven accountability in a fast-paced, team-oriented, work environment.
A key member of the Senior Management Team, the Director of FinA also uses his/her well-honed financial acumen and superior analytical skills to participate in organizational decision-making, ensuring compliance with legislation and international organizational standards, while providing innovative alternatives and creative solutions with a view to advancing the vision outlined in MSF Canada’s strategic directions.




DUTIES AND RESPONSIBILITIES:
Strategic Finance Leadership

  • Develop the organization’s financial strategy and optimize financial tools and systems to support strategic and annual plan objectives
  • Provide financially relevant strategic and analytical support across all departments
  • Collaborate with the ED’s office in the development of strategies for the financial positioning of MSF Canada within Canada and the MSF Movement at large
  • Establish, maintain, and implement financial policies, guidelines, and procedures  
  • Maintain the internal control system with cross-department scope
  • Serve as a member of the Management Team and Board Finance and Audit Committee

Finance Accounting, Operations, and Systems
  • Ensure financial expenditures meet the highest standards of donor accountability and align with strategic plans.
  • Oversee payroll management, accounts payable, accounts receivable, revenue reconciliation to donor databases, cash management, asset management, treasury function, legal, and tax functions
  • Co-ordinate the preparation of financial statements, financial analyses and managerial reports, correcting projection accordingly when appropriate.
  • Directs the preparation and issuance of the financial section of MSF Canada’s annual report and other public information tools to present MSF Canada’s financial results and practices in a transparent manner to donors and the general public.
  • Manage and protect financial assets, investments and foreign currency risks
  • Manage contracts and service performance of third parties and suppliers
  • Implement best practices in financial management and controllership

Planning, Budgeting, Forecasting; Financial Performance Measurement, Monitoring, & Reporting
  • Establish, maintain, and lead annual financial business planning cycle including budget
  • Collaborate with and provide timely and effective support to all departments throughout the year
  • Implement predictive financial models and tools for analysis and scenario modelling
  • Ensure key organization’s financial performance indicators and metrics in collaboration with Department directors are met
  • Quality assurance: review and approve financial transactions and donor reports  

Risk Management & Legal Compliance
  • Assure establishment and compliance with internal procedures related to: banking, segregation of duties, and security of financial data.
  • Ensure financial and legal compliance with regulatory requirements of federal, provincial institutions with regard to the Charity status and accounting standards
  • Ensure organization’s Canadian office is in compliance with organization’s international financial framework
  • Oversees annual audits (national and international)
  • Report major financial risks and corresponding mitigation strategies to the ED’s office and the Board Finance and Audit Committee
  • Manage open legal issues and maintain appropriate insurance coverage


Administration and Facilities
  • Oversees MSF Canada’s administrative support services including reception, travel booking, office supply and inventory, event support and volunteer program management
  • Oversees facility management, including lease agreements for all MSF Canada office locations, service contracts, maintenance, renovations and leasehold improvements
  • Represent MSF Canada on the Board for the Condominium Corporation of the Toronto Office complex

Management
  • As an active participant in the MSF-Canada Management Team, bears collective responsibility for developing and delivering the strategic ambitions of MSF-Canada
  • Leads FinA department by example and fostering a respectful team environment founded on trust, respect, recognition, creative contributions, and mutual accountability. Coaches and supports team in defining implementation strategies for annual goals, and evaluating team progress against KPIs.
  • Supports, coaches and fosters a culture of feedback and recognition leading the team towards a high-performance, collaborative culture. Oversees the hire of additional support staff and volunteers.



ESSENTIAL QUALIFICATIONS/JOB REQUIREMENTS

Education and experience:
  • CPA or other professional accounting designation is required
  • Degree in a related field (e.g. Business Administration, Commerce, General Management) and detailed knowledge of Canadian accounting standards and financial requirements for Canadian charities and CRA are strong assets
  • At least 5 years progressive experience in Finance & Administration, including at least two years at a senior level, preferably in an international organization, or equivalent combination of education & experience
  • Experience and knowledge of MSF functioning and financial structures is a plus

  • Experience overseeing the effective implementation and ongoing management of information technology services including computer networking, telecommunications, and audio-visual equipment as well as physical facilities, security systems, and office services.
  • Highly computer literate including proficiency with smart phones, spreadsheets, and database software
  • Extensive working knowledge of SAGE 300 business accounting software highly preferred

PHYSICAL DEMANDS:
  • Work is generally carried out during the day, Monday to Friday (9:00 a.m. to 5:00 p.m.), but sometimes it is necessary to work evenings, weekends or holidays.
  • Duties require long hours sitting in front of a computer screen.
  • The office environment is open concept and the FinA Director has a separate office space.
